In accordance with an Executive Order issued October 15, 2025, all agencies must prepare an Annual Staffing Plan over the next 60 days. The intent is to ensure that new career appointments in the upcoming fiscal year are in the highest-need areas and aligned with the Administration’s priorities. Agencies are required to limit hiring to one new hire for every four departures as required by Executive Order 14210.
