The Office of Personnel Management (OPM) has proposed a major overhaul of federal Reduction‑in‑Force (RIF) regulations. The revised, streamlined process will be merit‑based, more efficient, and prioritize performance over tenure and length of service when determining which employees will be retained in a RIF.
