OPM has downsized its headcount by 35% (over 1,050 staff) and eliminated 10 offices. A Government Accountability Office (GAO) report highlighted that this internal reorganization has resulted in operational capacity gaps and a loss of institutional knowledge, particularly in retirement application processing.
