Executive agencies are beginning the standardized governmentwide performance appraisal cycle for non-SES/SP employees on a fiscal-year cycle starting October 1, 2026, as mandated by OPM Performance Management Guidance. This cycle will implement OPM’s updated force distribution system to differentiate high performers and address underperformance.
