I found this list out there but I’m not sure how accurate it is - would love to hear from other folks where probationary employees are being hit/how:

The VA’s press release states, "Mission-critical positions are exempt from the reduction.” VA employees who support benefits and services for VA beneficiaries or are covered under a collective bargaining agreement aren’t included. Those dismissed include non-bargaining unit probationary employees who have served less than a year in a competitive service appointment or served less than two years in an excepted service appointment.

Most agencies include additional safeguards to ensure critical services are not impacted. For example, the first Senior Executive Service (SES) or SES-equivalent leader in a dismissed employee’s chain of command can request that the employee be exempted from removal.
