Is it fair for select Feds to get bonuses for working during the shutdown?

In recent news I have seen that the FAA and TSA are giving 10K bonuses to air traffic controllers and officers who worked during the shutdown. Is this fair to the thousands of other “essential” workers in other agencies who also worked during the shutdown?
