Entering the U.S Government is extremely difficult for entry level position

I have been applying to many different contractor companies with no luck, I don’t know what is wrong.

My background is around Analytics - Data Analyst. I have been trying to enter the U.S governemnt as an analyst but it’s challenging because they don’t give you a chance.

Can someone explain to me why it’s difficult, to acquire a position in the U.S government for entry level position.
