OPM has downsized its headcount by 35% (over 1,050 staff) and eliminated 10 offices. A [Government Accountability Office (GAO) report](https://www.gao.gov/products/gao-26-108916) highlighted that this internal reorganization has resulted in operational capacity gaps and a loss of institutional knowledge, **particularly in retirement application processing.**
