Executive agencies are beginning the standardized governmentwide performance appraisal cycle for non-SES/SP employees on a fiscal-year cycle starting October 1, 2026, as mandated by [OPM Performance Management Guidance](https://www.google.com/url?sa=i&source=web&rct=j&url=https://www.opm.gov/chcoc/latest-memos/performance-management-for-federal-employees.pdf&ved=2ahUKEwiEn4HtzqqXAxX5KFkFHeocEakQy_kOegoIAAgACAAIChAC&opi=89978449&cd&psig=AOvVaw2K0gl44AJvSkgk6YX8j_Nx&ust=1791555605606000). This cycle will implement OPM’s updated force distribution system to differentiate high performers and address underperformance.
